გარემოს და ჯანმრთელობის ეროვნული სამოქმედო გეგმა

საქართველოს მთავრობის მიერ, 2018 წლის 29 დეკემბრის N680 დადგენილებით  დამტკიცებული იქნა გარემოს და ჯანმრთელობის ეროვნული სამოქმედო გეგმა (NEHAP-2), რომელიც ემყარება გარემოს და ჯანმრთელობის ევროპის პროცესის ფარგლებში 2010 და 2017 წლებში ჩატარებულ მინისტერიალებზე მიღებული პარმისა და ოსტრავას დეკლარაციების პრინციპებს, ითვალისწინებს ასოცირების ხელშეკრულების სამოქმედო გეგმის მოთხოვნებს, კონცეპტუალურად და სტრატეგიულად უკავშირდება გაერთიანებული ერების ორგანიზაციის მდგრადი განვითარების მიზნებს 2030 წლისთვის და ჯანმრთელობის მსოფლიო ორგანიზაციის ევროპის რეგიონის ჯანმრთელობის პოლიტიკურ პლატფორმას - „ჯანმრთელობა 2020“. სამოქმედო გეგმა შემუშავდა უწყებათაშორისი სამუშაო ჯგუფის მიერ, რომელსაც ექსპერტულ დახმარებას უწვედა ჯანმო-ს გარემოს და ჯანმრთელობის ბონის ოფისის ექსპერტები და მონაწილეობას იღებდა ყველა დაინტერესებული  მხარე (სამინისტროების, სააგენტოების, სამეცნიერო-კვლევითი ინსტიტუტებისა და არასამთავრობო ორგანიზაციის  წარმომადგენლები, დარგის საერთაშორისო და ადგილობრივი ექსპერტები). 

გარემოს და ჯანმრთელობის ეროვნული სამოქმედო გეგმის უმთავრესი პრინციპია მჭიდრო მულტისექტორული თანამშრომლობა საზოგადოებრივი ჯანმრთელობის პრიორიტეტულობის უზრუნველსაყოფად ქვეყნის პოლიტიკის ყველა მიმართულებაში (Health in All Policies), საქართველოს მოსახლეობისათვის საქართველოს კონსტიტუციით გარანტირებული უფლების რეალიზებისათვის - ცხოვრობდეს ჯანმრთელობისათვის უსაფრთხო გარემოში. გარემოს და ჯანმრთელობის ეროვნული სამოქმედო გეგმის განხორცილების პასუხისმგებლობა ჯანდაცვისა და გარემოს დაცვის სექტორებთან ერთად ეკისრება ეკონომიკურ, სოფლის მეურნეობის, განათლების, ფინანსთა,  საგარეო საქმეთა სექტორებს და ადგილობრივ თვითმმართველობას. 

დოკუმენტის თანახმად, გარემოს და ჯანმრთელობის ეროვნული სამოქმედო გეგმის მართვას, საქმიანობის კოორდინირებასა და ზედამხედველობას განახორციელებს გარემოს და ჯანმრთელობის ეროვნული სამოქმედო გეგმის საკოორდინაციო საბჭო, რომელიც წარმოადგენს საქართველოს მთავრობის სათათბირო ორგანოს და რომელსაც ხელმძღვანელობს საქართველოს პრემიერ-მინისტრი, ხოლო საკოორდინაციო საბჭოს  სამდივნოს ფუნქციას შეასრულებს დაავადებათა კონტროლისა და საზოგადოებრივი ჯანმრთელობის ეროვნული. ეროვნული სამოქმედო გეგმის შესრულების საერთო კოორდინაციას, საქართველოს მთავრობის დადგენილების პროექტის მიხედვით განახორციელებს საქართველოს შრომის ჯანმრთელობისა და სოციალური დაცვის სამინისტრო.

გარემოს და ჯანმრთელობის ეროვნული სამოქმედო გეგმის სტრატეგიული ამოცანებია:

1. უსაფრთხო წყალსა და  სანიტარიაზე ხელმისაწვდომობის გაუმჯობესება, მათ შორის თითოეული ბავშვისთვის.

2. ჯანსაღი და უსაფრთხო გარემოს მიმართ ხელმისაწვდომობის გაუმჯობესება ბავშვებისა და ახალგაზრდებისათვის, გაზრდილი ფიზიკური აქტივობის უზრუნველსაყოფად;

3. მოსახლეობის ჯანმრთელობაზე ატმოსფერული და შენობისშიდა ჰაერის დაბინძურების მავნე ზემოქმედების შემცირება;

4. ქიმური ნივთიერებების  ზემოქმედებით გამოწვეული ავადობის პრევენცია;

5. ჯანმრთელობის საკითხების ინტეგრირება კლიმატის ცვლილებების ადაპტაციისა და შერბილების პოლიტიკაში.


ეროვნულ სამოქმედო გეგმაში გაწერილია  სტრატეგიული ამოცანები და ინტერვენციები, რომელსაც თან ახლავს საშუალოვადიანი მიზნები, მათი განხორციელების ვადები, პასუხისმგებელი ინსტიტუტები, შესაძლო რისკები, მონიტორინგისა და შეფასების მექანიზმები.
